Environmental activist Tre Arrow won a victory Friday when a Canadian immigration and refugee board allowed him to apply for refugee status in Canada. Arrow is fighting extradition because in the U.S. where he is considered a terrorist for allegedly destroying property in defense of Oregon's old growth forest.
